Licensed Counselor (E)

Primary function

  • Provide clinical supervision of direct care staff and clinical intervention and case management for patients diagnosed with chemical dependency and/or co-occurring chemical dependency and psychiatric disorders.

Scope of work

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position.

  • Provide clinical assistance and guidance, acting as a resource for direct care staff regarding program procedures.
  • Provide direct supervision and coordination of direct care staff to include hiring, onboarding, scheduling, training, evaluations, and conflict resolution.
  • Facilitate patient intake admissions and assign primary counselor.
  • Monitor status of patient fee payments, patient employment activities, and phase-ups.
  • Develop weekly groups schedule.
  • Ensure contracts compliance, to include monitoring patient files for QA, and assist with agency audits as needed. 
  • Conduct patient assessments and evaluations; develop and implement treatment plans for clients; provide case management services as necessary.
  • Provide individual, group, and family counseling as necessary.
  • Prepare and maintain clinical records, to include review of direct care staff records. 
  • Facilitate clinical staffing and team meetings.
  • Make referrals to appropriate resource agencies and provide feedback to those agencies.
  • Provide crisis intervention, when needed.
  • Assist internal staff, courts, and probation officer in monitoring furlough requests and discharge proposals.
  • Submit reports as required.
  • All other duties as assigned. 

Supervisory Responsibilities

  • 6 - 10 employees.
  • Supervise clinical counselor staff. Carries out supervisory responsibilities in accordance with the Agency's policies and any applicable laws. Responsibilities include interviewing and training new employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Knowledge, Skills & Abilities

  • Ability to read and interpret documents such as safety rules, operating instructions, and procedure manuals. Ability to write routine reports. Ability to speak effectively. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several variables.  Knowledge of 12-step program, behavior modification, case management and addiction.
